The objective of the World Health Organization (WHO) (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well-being and not simply the absence of disease or infirmity. The main function of WHO is to act as the directing and coordinating authority for international health work.

The WHO Evaluation Office seeks to expand its roster of evaluation consultants and therefore seeks expressions of interest from qualified independent evaluators and evaluation consultants with experience in thematic, strategic, policy and impact evaluations; country program evaluations; programme/project evaluations; and humanitarian and emergency assessments.

We ask interested candidates to submit their expression of interest by email to [email protected] indicating:

  • types of evaluations conducted and specific area of ​​evaluation expertise (e.g. public health programmes; emergency preparedness and response; institutional, managerial and/or policy evaluations; cross-cutting issues such as gender, equity and human rights; evaluability assessments; data analysis);
  • relevant examples of assessments conducted with an indication of the applicant’s specific role in that assessment (team leader, expert, specialist, consultant) and years of experience in each role;
  • countries in which assessments have been conducted.

Each expression of interest should contain an up-to-date CV and a one-page outline that details how past experiences are directly relevant to the work of the WHO Evaluation Office.

Consultants should have no conflict of interest in evaluating WHO interventions.

Consultant Profiles

The WHO Evaluation Office looks for three levels of professional seniority.

General requirements

  • Ability to write clear, analytical and concise reports, and deliver clear and concise presentations relevant to the target audience
  • Fluency in written and oral English essential and fluency in the other official languages ​​of the Organization would be an advantage (Arabic, Chinese, French, Russian, Spanish)
  • Excellent communication and interpersonal skills, including cultural sensitivity
  • Ability to work independently and as part of a team of consultants
  • Experience working in developing countries
  • Compliance with UNEG Evaluation Norms and Standards and UNEG Ethical Guidelines for Evaluation
  • Academic qualifications or training in evaluation an asset
  • Experience of working with organizations of the United Nations system, an asset

Essential technical skills and experience

A – Evaluation expert (team leader)

  • Good knowledge of evaluation standards, processes and methods such as mixed methods, theoretical and non-theoretical evaluations, qualitative and quantitative data analysis and real-time evaluations.
  • Proven track record of successfully conducting evaluations in a leadership position, including on complex topics
  • At least 10 years of experience managing and/or conducting evaluations in global policy, public health, socio-economic development, humanitarian assistance or related fields
  • Postgraduate degrees in social sciences, public health or related field.
  • WHO per diem fees for assessment experts range from USD 500 to USD 625 – rates will be offered based on the candidate’s expertise and the complexity of the assignment

B – Evaluation Specialist (intermediate level)

  • Good knowledge of evaluation standards, processes and methods such as mixed methods, theoretical and non-theoretical evaluations, qualitative and quantitative data analysis and real-time evaluations.
  • At least 5 years of experience in conducting evaluations in global policy, public health, socio-economic development, humanitarian assistance or related fields
  • Advanced degrees in social sciences, public health, or related field (postgraduate degrees a plus)
  • WHO per diem fees for assessment specialists range from US$350 to US$499 – rates will be quoted based on the candidate’s expertise and the complexity of the assignment

C – Evaluation Consultant (junior level)

  • Familiarity with evaluation methods, particularly methods related to qualitative and quantitative data collection and analysis, online surveys, in-person and online workshops, and group discussions.
  • At least 2 years of experience participating in evaluations, preferably in the field of public health in international, humanitarian or development contexts
  • Advanced degrees in social sciences, public health, or related field (postgraduate degrees a plus)
  • WHO per diem fees for Junior Evaluation Consultants range from US$198 to US$349 – rates will be quoted based on the expertise of the candidate and the complexity of the assignment
